Matt Railey, a native of Colorado, graduated from Colorado College with a degree in chemistry and received his law degree from the University of Colorado in 1968. After serving in the United States Army with the Judge Advocate General’s Corps for four years, including a year in Vietnam, he returned to Colorado Springs in 1973 as Assistant City Attorney. He was in private practice for several years and served as a part-time Municipal Judge for the City of Colorado Springs. Railey was appointed to the county bench in 1978 and became a District Judge in 1979. He has presided over civil, criminal, domestic, probate, and juvenile cases and served for three years as Presiding Juvenile Judge. From 1991 to 1994 he was Chief Judge of one of the two largest judicial districts in Colorado.

He attended the National Judicial College, as well as courses sponsored by the National Center for State Courts and has spoken at programs and seminars throughout Colorado. His keen interest in computers and on-line information transfer is evidenced by his attendance at the National Court and Technology Conference and his extensive involvement in the computerization of the Fourth Judicial District and the Colorado State Judicial System.

In 1994 he received the first Distinguished Jurist Award from the Colorado Chapter of the American Academy of Matrimonial Lawyers. Judge Railey has served on important Supreme Court Committees including the Committee on Rules for Referees, the Delay Reduction Committee, the Task Force on Gender Bias, the Selection Committee for State Court Administrator, the Planning for Change Task Force, and the Judicial Advisory Council. Matt has been very active in his community, serving on various boards, task forces, and committees and has chaired several, including the Community Corrections Board, the Colorado Springs Swim Team, and the Historic Property Alliance.

He previously served as co-chairman of the State Judicial Performance Commission. He was one of ten national advisors to the Agent Orange Class Assistance Program in Washington, D.C. Matt Railey was also selected to receive training in the United States government's arbitration program created to resolve disputes arising from the September 11, 2001 terrorist attack.
